Will a Judicial review overturn the plans to build a 25-storey tower in Somers Town?

90 year old local Alan Spence has engaged solicitors to object on the grounds of a lack of healthcare provision:

the council’s plan set out to make sure every available bit of the skyscraper would be set aside for residential flats while failing, perhaps, to create an overall scheme that would take in the need for medical services.
